Dr Alberto Asquer
Dr Alberto Asquer is Reader in Public Policy and Management at SOAS University of London. He holds a PhD in Management from the London School of Economics and has spent twenty years studying why strong policies fail, how reforms are implemented, and what separates analysis from impact.
His work spans infrastructure regulation, public sector management, AI-enabled public administration, policy implementation, and governance entrepreneurship. The Academy translates this research into practical tools for civil servants, policy advisors, NGO leaders, and change-makers.

Dr Inna Krachkovskaya
Dr Inna Krachkovskaya is a researcher, consultant, and educator with expertise in public policy, financial systems, simulation modelling, and organisational learning. She holds a PhD in Economic and Management Sciences from the University of Cagliari, Italy, where her research explored the stability of financial systems through agent-based modelling and complex network analysis.
She has extensive international experience delivering higher education courses in public policy, public management, and public financial management for participants across Europe, North America, Latin America, and the Middle East. Her work combines analytical rigour with practical problem solving, helping organisations assess policy alternatives, model complex systems, and strengthen decision-making processes.
Dr Krachkovskaya has also contributed to research on emerging technologies, financial regulation, and policy design, and brings a multidisciplinary perspective strengthened by her background in finance, linguistics, and international environments.
Dr Elizaveta Krachkovskaya
Dr Elizaveta Krachkovskaya is a legal and intellectual property specialist with expertise in contract law, technology transfer, patent strategy, and regulatory frameworks for innovation. She holds a PhD in Contract Law from the University of Cagliari, Italy, with research focusing on intellectual property, intangible assets, and Internet-related legal regulation.
She has extensive professional experience in intellectual property protection and analysis, including her work with Rosatom, where she contributed to Russian and international patenting activities, technology transfer projects, trademark protection, and the development of patent portfolios for complex technological and scientific initiatives.
Dr Krachkovskaya also advises on contracts, licensing agreements, regulatory compliance, and the legal protection of innovation and know-how. Her multidisciplinary and international experience enables her to help organisations translate emerging technologies and complex regulatory requirements into practical legal and operational frameworks.
